Description:  71 Community groups urge Congressionals to protect communities from adverse aviation impacts of noise, health, and emissions through the FAA Reauthorization Act of 2023. The FAA Reauthorization Act is a United States federal law that is passed by Congress and signed by the President. It reauthorizes the FAA for five years on a wide range of measures: extends the FAA’s funding and provides new authorities and responsibilities. For reference, the FAA Reauthorization Act of 2018 was signed by Congress on October 3, 2018, and the President on October 5, 2018.

October 2, 2024 – The SFO Roundtable sent a letter to the Honorable Buttigieg and FAA Administrator Buttigieg Supporting the 40 House Reps Letter which supported AICA and 91 Organizations’ letter to ensure robust community engagement with emphasis on the Aircraft Noise Advisory Committee (Section 792 of the FAA Reauthorization).

September 20, 2024 – The ANR newsletter features an article on the bipartisan group of 40 members of the U.S. House of Representatives – sent a letter to Transportation Secretary Pete Buttigieg and FAA Administrator Michael Whitaker. Their action strongly supports the AICA’s July 18 letter to Secretary Pete Buttigieg seeking sufficient community representation on FAA committees and community feedback provisions in the FAA Reauthorization Act of 2024. 16. Letter and Press Release: Bipartisan Group of 40 House Reps Send Letter to Honorable Buttigieg and FAA Administrator Whitaker Urging the Agencies to Ensure Robust Community Participation

September 12, 2024 – Congressman Tom Suozzi (D-Nassau, Queens) led a group of 40  members of the House, to send a letter to Honorable Buttigieg and FAA Administrator Whitaker supporting AICA’s 91 Organizations July letter to the Transportation Secretary “seeking sufficient representation on FAA committees and community feedback provision in FAA Reauthorization Act of 2024.” The letter defines “airport-adjacent” to include “as far as 20 miles away from a major airport” to remove any ambiguity in interpreting the Reauthorization text.

July 26, 2024 – AICA and 91 Communities send a letter to the Honorable Pete Buttigieg urging him to direct the FAA to include its grassroots community members on FAA advisory committees and in community engagement activities required under the FAA Reauthorization Act of 2024. July 18, 2024 – 91 organizations request the Honorable Pete Buttigieg to direct the FAA to sufficiently represent grassroots impacted communities for FAA Advisory Committees and community engagement provisions in the FAA Reauthorization Act of 2024. The letter specifies what would be sufficient representation of impacted communities.

May 24, 2024 – Overall, AICA is dissatisfied with the legislation. It vastly overweighs the interests of the aviation industry at the expense of communities harmfully impacted by aviation and lacks substantive actions to reduce impacts. May 2, 2024 – AICA comments on SEC. 792. Aircraft Noise Advisory Committee per final bill of House and Senate, “the good news is that there is an advisory committee focused on aircraft noise; the bad news is that the SEC.792 is informed by, but not the original intent, of communities or H.R. 2565 [Rep. Stephen Lynch D-MA] to adequately represent the substantially impacted community. Yet, we remain hopeful that the FAA is willing to embrace new thinking for the 21st century and fulfill its assertion of ‘engaging in dialogue and collaboration with communities affected by FAA actions’.”

June 12, 2023 – AICA, with the help of many of its Alliance members, prepared and circulated its detailed response to the House 6-9-23 Draft FAA Reauthorization Act of 2023 prior to the House Committee on Transportation & Infrastructure, Meeting – June 13, 2023, Tuesday 10:00 am ET.
