AICA developed a Noise Reduction Evaluation Framework for the San Francisco International Airport/Community Roundtable’s Fly Quiet Program 2.0. The framework evaluates proposed noise-reduction measures based on who controls them, whether they are likely to reduce noise meaningfully, and which communities benefit. The process produced three outcomes: recommended Fly Quiet Program elements, identification of existing noise-abatement procedures (NAPs) and SFO rules and regulations, and proposed work plan items for future Roundtable evaluation.

AICA’s public comment, supported by 76 advocacy organizations, submitted to the Federal Register, Docket ID No. FAA-2026-0661. The comment finds that the FAA’s ANCIR Noise Portal functions primarily as a complaint intake system rather than a meaningful community engagement or analytical tool, and recommends targeted improvements so that community-submitted data are analyzed, linked to operational and noise exposure conditions, and transparently used to inform mitigation actions and aviation noise policy decisions.
